Copilot Notebooks, Pages and Agents: What Each One Does
Copilot Pages turns a chat answer into a shared page your team can edit together. Copilot Notebooks gives Copilot a fixed set of files, meetings, and notes to work from, and nothing else. Researcher and Analyst are built-in agents for cited research and for data analysis across files. Copilot Cowork goes further: it carries out multistep tasks across Microsoft 365 and asks before it acts.
At a glance (as of October 2026)

First, the new names and license tiers
Microsoft has renamed several things, which makes older articles confusing. The Microsoft 365 Copilot app is now simply Microsoft Copilot, and its main web address is moving to copilot.cloud.microsoft. Microsoft's Copilot overview now describes these tiers:
- Copilot Chat (Basic): included with eligible Microsoft 365 licenses. It is grounded in web data; it uses your organization's content only when you upload a file, work on open content in Outlook or Teams, or use a pay-as-you-go agent.
- Microsoft 365 Copilot (Basic): no add-on license, but standard access to Copilot inside Word, Excel, PowerPoint, and OneNote.
- Microsoft 365 Copilot (Premium): the paid add-on. Copilot draws on your emails, files, meetings, and chats automatically through Microsoft Graph and Work IQ, and you get priority access.
- Usage-based billing capabilities: Cowork and Copilot Code, billed by consumption on top of a Premium license.
Microsoft's license options page adds that Copilot is available with Microsoft 365 E7 or as an add-on for eligible plans. Your exact experience depends on your license and on how your admin has configured the tenant, so check with IT before you plan a rollout around a feature.
Copilot Pages: from chat answer to shared draft
According to Microsoft's Copilot Pages guide, Pages is an interactive canvas that turns Copilot responses into editable, shareable content. Select the pencil button under a response, or ask Copilot to "create a page," and the page opens beside the chat. You and your teammates can edit it in real time, ask Copilot to revise it, and share it through Teams, Outlook, or the Microsoft 365 app.
Good first uses:
- A meeting brief that starts as a Copilot summary and ends as the agreed agenda.
- A project kickoff plan that three people refine in one place instead of in email.
- A first-draft FAQ for a new product or policy, edited by the subject expert.
One practical rule: once a page is shared, give it a named owner. Copilot can draft quickly, but a person should decide when the page is final.
Copilot Notebooks: a project workspace with boundaries
A notebook is a scoped workspace. Microsoft's Notebooks help page says Copilot uses only the content you curate there and does not reach into your whole OneDrive, email, Teams chats, or the web. You can add Word, PowerPoint, Excel, and PDF files, Copilot Pages, Loop files, OneNote pages, and web links. Microsoft's August 2026 release notes added Teams meetings as references, so transcripts and meeting notes can ground the notebook too.
You can also set custom instructions for tone and format, and listen to audio overviews of the material. Audio overviews currently support English, Spanish, Japanese, French, German, Portuguese, Italian, and Chinese.
Where notebooks earn their place:
- Proposal or RFP responses. Load the request, past proposals, and pricing notes, then ask Copilot to draft sections only from that material.
- Client account work. One notebook per key client, with contracts, meeting notes, and status reports.
- Onboarding. A notebook of handbooks and process documents that a new hire can question.
Check sharing before you share. Microsoft's permissions overview explains that anyone you share a notebook with gains access to all the files referenced in it, while each person's chats inside the notebook stay private.
Researcher and Analyst: the built-in agents
Researcher
Researcher handles complex, multi-step research and delivers source-cited reports. It draws on the web and on work content you have access to, including files, emails, meetings, and chats. It takes longer than standard chat because it retrieves and reasons more, and it may ask clarifying questions first. You find it under Agents in Copilot Chat.
Use it for a competitor overview, a summary of everything your team has discussed about a vendor, or a briefing before a big customer meeting. Use standard chat for quick replies and short summaries.
Analyst
Microsoft's Analyst guide describes it as an AI assistant for data analysis. Give it a question and one or more files, such as Excel workbooks or CSV exports, and it computes statistics, spots trends, flags outliers, and returns a report with charts and tables. It can combine data from several files so you do not have to merge them yourself. If you cannot see Analyst, your administrator may not have enabled it.
Verify before you forward
Both agents can be wrong in convincing ways. Open the cited sources in a Researcher report before quoting it. For Analyst, check two or three numbers against the original spreadsheet before the chart goes into a deck.
Copilot Cowork: Copilot that does the work
Copilot Cowork is generally available for work and school accounts. You describe a task, and Cowork breaks it into steps and works through them: drafting and sending emails, scheduling meetings, creating Word, Excel, PowerPoint, and PDF files, posting in Teams, managing your calendar, running deep research, and preparing daily briefings. It can run prompts on a schedule and start tasks when an event happens, such as a new email.
Cowork uses built-in skills for Word, Excel, email, scheduling, research, and more, and you can add custom skills and plugins. Before sensitive actions such as sending an email, it pauses for your approval and shows a risk level for medium and high risk actions. You can pause, steer, or cancel a session at any time.
For admins, access works differently from other Copilot features. Microsoft's Cowork admin guide says users get Cowork only through a spending policy for usage-based billing that selects Cowork. Model responses, tool and skill calls, image generation, and browser tasks all count toward consumption. A spending policy is an access control, not just a budget: anyone in its scope can use Cowork, however low the limit.
Good first tasks for a pilot: a weekly status report built from a project folder, a meeting prep pack for tomorrow's calls, or clearing calendar conflicts with polite decline notes.
Which tool for which job?
| You want to... | Use |
|---|---|
| Turn one good answer into a team draft | Copilot Pages |
| Keep Copilot inside one project's documents | Copilot Notebooks |
| Get a cited report from email, files, and the web | Researcher |
| Find trends across several spreadsheets | Analyst |
| Get a multistep task done across Outlook, Teams, and files | Copilot Cowork |
A two-week pilot plan
- Pick five to ten people with repetitive writing, research, or reporting work.
- Pick three real tasks and match each one to a tool from the table above.
- Set the rules first. Decide what data may be used and who reviews output; our guide to writing an AI use policy covers the essentials.
- Prepare the tenant. IT confirms licenses, checks the web search setting, and creates a Cowork spending policy for the pilot group only.
- Review at the end of week two. Keep the tasks where the output was good enough to use with light edits, and drop the rest.
If your team wants an agent built for its own process rather than a prebuilt one, that is a Copilot Studio job; see our guide to Copilot Studio agents.

Frequently Asked Questions
What is the difference between Copilot Pages and Copilot Notebooks?+
A page is a single editable document created from a Copilot answer, which you and colleagues refine together in real time. A notebook is a workspace that holds many references, such as files, pages, OneNote content, links, and meetings, and limits Copilot to that material. Many teams draft inside a notebook and publish the result as a page.
Do I need a Microsoft 365 Copilot license to use Copilot Pages?+
Not for Pages itself. Microsoft says Pages is available to work or school accounts with SharePoint or OneDrive storage, including people without a Microsoft 365 Copilot license, and to Microsoft 365 Personal, Family, and Premium subscribers. What Copilot can draw on while you work in the page still depends on your license, so check with IT.
Is Copilot Cowork included with Microsoft 365 Copilot?+
Cowork needs a Microsoft 365 Copilot (Premium) license plus usage-based billing, which your admin enables with a spending policy that selects Cowork. Usage such as model responses, tool calls, image generation, and browser tasks counts toward your organization's consumption. Microsoft offers a cost estimator, and admins can set limits per user or group.
Can Researcher use my company's files and email?+
Yes, within your permissions. Microsoft says Researcher draws on the web and on work content you can access, including files, emails, meetings, and chats, and produces reports with cited sources. If your admin turns off web search for the tenant, Researcher works from work content only. Always open the cited sources before you rely on a finding.
Is it safe to share a Copilot notebook with colleagues?+
It can be, but check the references first. Microsoft explains that anyone you share a notebook with gains access to all the files referenced in it, where permissions allow. Each person's chats inside the notebook stay private. Remove sensitive files you do not want to share, or create a separate notebook for the wider group.
